Perpetrators

  1. Use deception.
  2. Are always a government or other organized group.
  3. Are able to operate in secrecy.
  4. Control the media and are able to lie and mislead at will.
  5. Co-opt or coerce victims into helping to deceive outsiders.
  6. Approach the genocide by degrees.
  7. Do not usually kill in full view of others.

Victims

  1. Are usually dispersed or leaderless.
  2. Find it difficult to coordinate their knowledge and actions.
  3. Are hampered by psychological barriers to belief and action.

Successful deception depends on keeping intended victims unaware that deception is taking place. Deception includes both hiding or withholding information (dissimulation) and putting out wrong or misleading information (simulation).
